Does it send an email to the address?
No. Verification checks the mailbox at the mail-server level via SMTP without delivering a message, so the person never receives anything.
What does 'catch-all' mean?
A catch-all domain accepts mail for any address, so a specific mailbox can't be confirmed. It's common on custom domains but raises risk when paired with a young domain.
